Operation phases
The INCO-HEALTH operation will contribute to identify major items
dealing with the introduction of EIHC in Europe under the operational
and technological point of view starting from the experience of the
public authorities involved in the project willing to extend and share
their knowledge to other EU regions.
In order to reach these objectives, the operation will be structured
according to the following main axes:

Evaluation of current electronic health card experiences within
regional healthcare policies in order to establish general
evaluation criteria for reference. This exercise will be carried out
having in mind the EU regulatory and strategic framework under
definition in this area.

Development of a coherent methodology identifying a cooperation
framework enabling to establish a set of tools and services aimed at
supporting regional authorities through EU to challenging the
introduction of a regional plan for electronic health cards and
their integration with the EHIC. The methodology will outline major
operational, technological and organisational factors to be
considered for the introduction of the EHIC.

Set-up of INCO-HEALTH support services and tools for deploying
operational plans and programmes introducing EHIC. The INCO-HEALTH
strategy has the objective to decrease regional disparities in
facing the EHIC introduction by homogenising and standardising
procedures. The purpose is to offer a practice and a path for
implementation thus bringing advantages to competent regional
authorities. This strategy will be adopted having regard to the
different regional contexts through the establishment of dedicated
structures (antenna) with specific multi-tasking expertise.

Launch of 5 regional antennas structured under a networking
scheme. Each site will be self-sustainable, providing customised and
multitasking services and will be a centre for promotion and
exchange of information and experiences in the EHIC sector

Implementation of dissemination and promotional activities
ensuring a proper transfer of knowledge and sharing of experiences
even beyond the operation partners including further European
regions.
