Operation
overview
The overall objective of the INCO-HEALTH operation is to define a common operational framework dealing with the European Health Insurance Card (EHIC) enabling to identify major items referred to the electronic health card domain and to set-up an interregional cooperation through the establishment of a set of tools and services aimed at exchanging experiences and knowledge, sharing know-how and good practices, building up relationships devoted to deploy and reinforce innovative actions on this e-Health sector. The cooperation will result into the installation of a network of regional antennas playing an EU pivotal role in EHIC domain.
The sub-objectives of the operation can be listed as follow:

to identify and collect main strategies, programs, initiatives
and experiences within the EU regional contexts through measurement
and surveying with the goal to identify the actual state of the art
in this sector.

to design a methodological framework for nailing major
operational, organizational and technological factors facilitating
the adoption of a political strategy for the introduction of EHIC
including regulatory issues and technical constraints.

to consolidate a complete set of tools and services supporting
regional authorities to launch EHIC strategies and to develop new
policies and approaches.

to launch, in each region covered by the operation, a pilot site
playing the role of centre of expertise and knowledge for the
dissemination of know-how in the field domain and for supporting
regional public administrations in introducing innovative actions
programmes and implementing successful projects ideas already
experienced covering the EHIC sector.

to network the established “antennas” enabling to implement
structured INCO-HEALTH services including know-how transfer,
identification of innovative measures and creation of a common basis
for deploying e-cards in Europe at large.
